Jutarnji list objavio je \u010dlanak pod pretencioznim uvodnim naslovom \u201eAnaliza Manjkavi postupci procjene utjecaja na okoli\u0161\u201c i glavnim naslovom \u201eIzme\u0111u interesa investitora i o\u010duvanja prirode dr\u017eava, izgleda, NEMA PUNO DILEMA\u201c potpisan od novinarke Vedrane Simi\u010devi\u0107.<\/p>\n<p>\u010clanak se prema izjavi novinarke na kraju teksta, bazira na doprinosima po njoj izabranih konzultanata gotovo isklju\u010divo iz redova udruga civilnog dru\u0161tva.<\/p>\n<p>Iako pozdravljamo odabranu temu koja bi se trebala baviti problemima postupaka za\u0161tite prirode i okoli\u0161a ipak na mo\u017eemo a da ne komentiramo nekriti\u010dko i neprofesionalno generaliziranje pau\u0161alnih stavova iznesenih u \u010dlanku.<br \/>Naime, iznose se 3 (tri ) postupka provedenog postupka procjene utjecaja zahvata na okoli\u0161 (PUO) i to za:<\/p>\n<p>a. He Le\u0161\u0107e na rijeci Dobri postupak proveden1986 godine; primjedba ide na priznavanje zastarjelog postupka PUO pri isho\u0111enju drugih dozvola koje prethode gra\u0111enju. Kako Studija nije javno dostupna nije jasno da li je konzultiran ovla\u0161tenik koji je izradio Studiju.<br \/>b. Projekt \u201eKamp Brka\u010d\u201c postupak proveden 2008. godine. Primjedba je da je promijenjen predsjednik povjerenstva u tijeku postupaka s time da se ne navode razlozi te promjene i da li je ona bila bitna za dono\u0161enje kona\u010dne odluke.<br \/>c. VE Kr\u0161 Pa\u0111ene; osnovni postupak proveden2007.godine a Ocjena potrebi procjene 2017 godine. Primjedba se odnosi na nepriznavanje struke i poni\u0161tavanje rje\u0161enja iz postupka OPUO kojim se nala\u017ee provedba novog postupka PUO i postupka Glavne ocjene utjecaja na Ekolo\u0161ku mre\u017eu te na netransparentnost samog postupka<\/p>\n<p>Osim ova tri primjera vezana uz postupak PUO navode se i dva primjera ocjene o potrebi procjene za koje je izdano Rje\u0161enje da nije potrebno provoditi cjelovitih postupaka za\u0161tite okoli\u0161a i prirode:<br \/>d. Zahvat iskopavanja 400.000 m3 iz rijeke Drava i<br \/>e. Projekt Vrataru\u0161a II.<\/p>\n<p>Iz iznesenih primjera kao i samog teksta mo\u017ee se zaklju\u010diti da se ve\u0107ina negativnih komentara odnosi na kvalitetu i nepristranost nadle\u017enih postupaka te na kvalitetu i kompetencije \u010dlanova povjerenstva koji ocjenjuju Studije.<\/p>\n<p>Me\u0111utim dodatno na temelju navedenih primjera novinarka iznosi\/prenosi pau\u0161alnu tvrdnju da su tvrtke koje izra\u0111uju Studije, a bira ih investitor, prisiljene da idu na ruku tom investitoru i to na u\u0161trb objektivnosti i kvalitete. Kao argument navodi se podatak da je u promatranom razdoblju samo 1-4 posto projekata ocijenjeno neprihvatljivim za okoli\u0161.<\/p>\n<p>Dr\u017eimo da su u \u010dlanku iznesene teme i problematika koja svakako zahtjeva kako je i Jutarnji list dao naslov; Analizu postupaka procjene utjecaja na okoli\u0161. I HSUZPO dr\u017ei da je kona\u010dno potrebno otvoriti transparentan razgovor i konzultacije o dosada\u0161njim (od 1984 kad je izi\u0161ao prvi Pravilnik) iskustvima provedbe postupaka za\u0161tite okoli\u0161a i prirode. Me\u0111utim, takva sveobuhvatna analiza ne podrazumijeva jednostrano preno\u0161enje stavova i davanje pau\u0161alnih ocjena kako je to napravljano u predmetnom \u010dlanku, ve\u0107 sagledavanje problematike iz vi\u0161e kuteva.<\/p>\n<p>Bez namjere da na ovom mjestu ulazimo u \u0161iru polemiku osvrnut \u0107emo se na tvrdnju da je prema iznesenom mi\u0161ljenju samo mali broj projekata ocijenjen neprihvatljivim za okoli\u0161 ili je Studija ocijenjena kao necjelovita i neutemeljena. Kad se barata s tim podacima treba ne\u0161to znati i o na\u010dinu i svrsi provedbe predmetnih postupaka. Postupkom Strate\u0161ke procjene ve\u0107 se na razini izrade plana administrativne jedinice ovla\u0161tenik ukazuje na potrebu ne uno\u0161enja u plan projekata koji bi mogli u kona\u010dnici imati neprihvatljiv negativan utjecaj na okoli\u0161. Nadalje ozbiljni ovla\u0161tenici tijekom izrade Studije i razvoja projekta upozoravaju nositelja zahvata na mogu\u0107e konflikte s okoli\u0161em te se takva rje\u0161enja niti ne unose\/obra\u0111uju u studijama. Ako se postupak procjene utjecaja na okoli\u0161 (PUO) promatra isklju\u010divo kroz prizmu prolaznosti ili ne prolaznosti projekta, bez da se uzmu u obzir sve prethodne korekcije projekta s okoli\u0161ne strane (npr. smanjenje povr\u0161ine, izmicanje trase, odabir tehnologije) tada smatramo da se, u najmanju ruku, dobiva kriva slika o radu ovla\u0161tenika i provedbi postupaka procjene utjecaja na okoli\u0161.<\/p>\n<p>Mi kao HUSZPO nagla\u0161eno se protivimo da je jedini kriterij pri izboru ovla\u0161tenika najni\u017ea cijena, jer takav izbor \u010desto vodi u lo\u0161e izra\u0111ene Studije koje povjerenstva \u010desto propu\u0161tanju ili tra\u017ee beskona\u010dne dorade.<\/p>\n<p>Politika HUSZPO je stalno ja\u010danje vlastitih kompetencija i kvalitete i o\u010dekujemo da \u0107e se ti napori i cijeniti na tr\u017ei\u0161tu. Naravno da i druge strane postupcima moraju aktivnije raditi na ja\u010danju svojih kapaciteta i kompetencija.<\/p>\n<p>Zaklju\u010dno, pozdravljamo i zala\u017eemo se za transparentni dijalog svih zainteresiranih strana u svrhu dodatnog unaprje\u0111enja postupka procjene utjecaja na okoli\u0161, jer je to jedan od osnovnih instrumenata koji se osigurava odr\u017eivi razvoj.<\/p>\n<p><br \/>Predsjednik Upravnog odbora HUSZPO<br \/>Dr.sc.
